WHAT IS THE CRIMINAL INVESTIGATION (CI) DIVISION?

Vacancies will be filled in the following specialty areas:
Criminal Investigation, Human Resources, Personnel Administration.

The following are the duties of this position at the full working level.

  • Directs the work operation of subordinates performing technical or administrative work, or work comparable in nature. The functions, activities, or services provided have geographic coverage encompassing an area comparable to a campus, or an area comparable in scope. Work operations at this level typically support most of the activities comprising a district office, service center, or comparable activities within agency program segments.
  • Exercises delegated authority to oversee the overall planning, direction, and timely execution of a program, several program segments (each which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level of clearance of goals and objectives for supervisors or managers of subordinate organizational units or lower organizational levels.
  • Oversees the revision of long-range plans, goals, and objectives for the work directed.
    Manages the development of policy changes in response to changes in levels of appropriations or other legislative changes. Manages organizational changes throughout the organization directed, or major changes to the structure and content of the program or program segments directed. Exercises discretionary authority to approve the allocation and distribution of funds in the organization's budget.
Additional Duties:
  • This position is the HR Assistant Director with responsibility for overseeing two sections: Employee Relations & Medical and Performance Recognition and Employee Engagement. As a Senior Manager you will:
  • Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a several HR programs to include Conduct and Discipline (includes Disciplinary Board); Leave Administration; LEAP; Performance Management; Medical Contract; Telework; Awards and Employee Engagement. Duties consist of:
  • Directly supervise employees, 2 being subordinate leader positions (equal to GS-14),
  • Provides administrative and technical supervision necessary for accomplishing the work of the unit.
  • Overseeing the development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational units.
  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Author/modify human resource policies and coordinates efforts to establish sustaining policies and procedures as CI's mission dictates.
  • Initiate and lead studies and projects through planning and analysis as it relates to the measurement of program success and achievement of objectives.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level pay band or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.Experience leading or overseeing programs and/or projects, creating and tracking project plans, business process reengineering/analysis; Experience applying information technology and related industry practices and emerging trends; Experience evaluating an existing business process to design, develop, and then test proposed process improvements; experience implementing and maintaining an improved business process; Experience in applying various commercial software applications and also an understanding of compliance implication of various programs and policies; Experience in collaborating with multiple stakeholder groups and subject matter experts to identify and prioritize new products and initiatives based on business needs and functional requirements.
